US companies spend somewhere between $55B and $65B annually on employee training, depending on which industry survey you believe. The number gets cited in board presentations, investor decks, and L&D budget justifications all the time. What it doesn't tell you is what that money is buying — or more precisely, what it's not buying.
The honest answer, based on what we've seen when organizations actually map their training spend against their documented skill gaps, is that a substantial fraction of that budget goes toward content that employees don't need, delivered through channels they don't prefer, measured by completion certificates that don't correlate with on-the-job capability change.
That's not a funding problem. It's a targeting problem.
The Disconnection Between Training Catalogs and Skill Gap Reality
Most enterprise LMS libraries are built by aggregating content — vendor partnerships, LinkedIn Learning licenses, internally produced modules — and then making that content available to employees. The distribution mechanism is typically a manager recommendation or an annual learning goal tied to a performance review cycle.
The problem is that neither of those mechanisms is anchored to a current skill gap map. When a manager recommends a course on "cloud fundamentals" to an engineer, it's usually based on an impression of where that person's knowledge is weak — not a comparison of the engineer's verified skill profile against the specific cloud-native certifications the team needs to execute a Q3 migration. Those are very different signals.

The average cost-to-hire for a mid-level technical role in the US runs between $15,000 and $28,000 all-in (recruiter fees, onboarding time, productivity ramp). If that gap could have been closed through a six-week targeted reskilling path for an existing employee, the organization paid $15K–28K for something that could have cost $800 in content plus a dedicated manager's time. The problem is that without skill adjacency data, it's genuinely difficult to know whether an internal fill path exists at all.
Attrition from employees who see no growth path. Skill gap visibility is a two-sided problem. Employees who want to grow but can't see a path to the skills their managers value leave. The connection between skill gap opacity and attrition isn't tracked by most organizations, but it's real. A 2023 McKinsey survey found that lack of career development opportunity remained the top-cited reason for voluntary exits — above compensation in most segments.
Why the $62B Number Is Both Too Big and Too Small
Here's the uncomfortable framing: the $62B figure represents a large absolute spend, but for the organizations with the widest skill gaps, it's not enough — they just need to redirect it differently. For organizations spending proportionately high amounts, the problem isn't the total; it's the allocation mechanism.
Training budget allocation in most enterprises still follows a mix of historical precedent ("we always spend X on compliance training in Q1") and department-level discretionary requests. It rarely follows a systematic analysis of which roles have the largest gaps against current business priorities.
We're not saying that compliance training or general upskilling budgets are waste. A lot of that spend serves real functions — regulatory requirements, onboarding, culture-building. The argument is narrower: for the fraction of training spend that's supposed to close capability gaps tied to specific business outcomes, the targeting is usually broken. That fraction — call it 25–35% of total spend in most enterprise L&D budgets — is where the disconnection between money and outcomes lives.
The Measurement Problem That Sustains the Disconnection
The reason this persists is not negligence. It's a measurement problem. Most L&D teams report on inputs (completions, hours, enrollments) because those are the metrics the LMS tracks natively. Outputs — whether the skill gap actually closed, whether the engineer now has the Kubernetes proficiency the team needed — are much harder to measure without a before/after skill assessment framework tied to the specific gap.
Gap closure rate, not completion rate, is the metric that connects training spend to business impact. But calculating gap closure rate requires knowing what the gap was before the training, what it is after, and what threshold constitutes "closed" for a specific role. Most organizations lack that baseline. That's not the training vendor's fault; they deliver content, not workforce state measurement. That analytical layer has to be built — or bought — separately.
When we look at the organizations that have started measuring gap closure rate alongside completion rate, the picture gets uncomfortable quickly. In several cases, training programs with 85%+ completion rates showed less than 30% gap closure — meaning employees finished the courses, got their certificates, and didn't actually gain the skill the program was supposed to build. That delta is almost always a path design problem: wrong content, wrong sequencing, wrong depth for the learner's starting point.
Redirecting Spend: What Targeted Allocation Looks Like in Practice
Getting from "we spend $62B on training" to "we close the gaps that matter" requires three things that most organizations have the data for but haven't assembled:
A current skill inventory. This doesn't have to be a perfect taxonomy. It has to be good enough to know which skills exist in the workforce and at what proficiency level. HRIS job titles and LinkedIn profiles are starting points. Validated skill assessments, project assignment history, and manager attestation add accuracy. The key is that it's systematically updated — not a one-time survey.
A gap map against priority roles. For the roles that drive the most critical business outcomes, what's the delta between current workforce skill distribution and required proficiency? This is a computable question once you have a skill inventory and a role requirements model. The output is a prioritized list of gaps by business impact.
Path assignment matched to the gap and the learner. Once you know the gap and the employee's current skill state, the training path can be selected by relevance rather than catalog availability. This is where skill adjacency data matters: if an employee already has 70% of the prerequisite skills for the target capability, a shorter, more advanced path gets them there faster than starting from a general introduction.
None of this requires a complete overhaul of existing training vendor relationships. It requires an analytical layer that sits above the LMS and connects workforce skill state to content selection. What "Wasted" Training Budget Actually Signals
Before closing, it's worth being precise about what this analysis does and doesn't claim. High training spend with low gap closure doesn't mean every dollar was wasted. Compliance training fulfills legal requirements. General skills development builds organizational resilience over time. Exploratory learning serves retention and engagement. These are real returns, even if they're hard to quantify as gap closure.
The claim is more targeted: the fraction of the budget explicitly allocated to close specific, high-priority skill gaps is underperforming because it lacks the diagnostic infrastructure to find the right employees, prescribe the right paths, and verify that the gap actually closed. That's not a budget problem — it's an analytics gap sitting at the front end of the L&D process. And unlike the skill gaps themselves, this one is relatively cheap to fix.
